The mother of reform is outrage. Americans are irate that gasoline hit $4 a gallon, and government and industry are frantically trying to do something about it.

Now here’s another source for bile: Your electricity bill apparently is about to go up by 10 to 20 percent. It’s the fault of skyrocketing fuel costs, including coal and natural gas, utilities say.
